A New York City cab driver visiting the famous Cannes Film Festival is chosen to be the test subject to settle a bet between film producer Sy Lerner (Seymour Cassel) and a fellow film executive claiming that he can turn anybody into a Hollywood star. Sy uses his skills of hype and manipulation to turn the cab driver, Frank (Francesco Quinn), into the talk of the town.
