Tired beat cop Lee gets more than he bargained for when he stops a car for a driving violation, and finds a dead woman in the trunk and a gun in his face. Just as the psychotic driver is about to shoot, the woman's corpse suddenly sits up, and Lee shoots dead the momentarily distracted killer. Lee gets shuffled to the orphan Miscellaneous Affairs Department. The first day on the job, Inspector Wong tells Lee their job is to uphold Rule #1 and reassure citizens that there are no ghosts.
